Provenance

The collection was donated by Wayne Steinman in 1990 upon completion of his work as liaison to the lesbian and gay community for New York City Comptroller, Harrison J. Goldin. The papers, which were originally stored in Steinman’s office in the Municipal Building, were removed with the knowledge and permission of outgoing Comptroller Goldin and the incoming Comptroller Elizabeth Holtzman. Memos to and from Steinman concerning the donation are in folder 292. Steinman made an additional donation in 2017 of papers related to adoption issues.

Scope and Content

In some ways this is an artificial collection, but there are also records, or copies of records, from the many organizations with which Steinman was actively involved. It is an excellent source for charting the City of New York’s interactions with the LGBTQ community, including court decisions relating to Executive Order 50 (requiring contractors for the City to have a non-discrimination policy that included gays and lesbians, folder 153). There are also materials documenting the City’s response to the AIDS crisis. Many folders include drafts of letters and reports from city government, especially from the Comptrollers office. Also documented is Steinman’s involvement with LGBTQ adoption issues in the 1980s and ’90s.

History or Bio

In 1984 Wayne H. Steinman was hired by New York City Comptroller Harrison J. Goldin as a staff analyst in the Office of Policy Management, and as Goldin’s liaison to the lesbian and gay community. At the time of his appointment he was a member or officer of several community organizations. Over the next several years he joined or helped found many more. He collected extensive files on these organizations, often times retaining the original records. Steinman remained with the Comptroller until 1990.
